The people are blooming
It never ceases to amaze me just how much the feel of DC changes when the weather gets warm. All of a sudden, there are three times as many people on the streets, and the entire feel is more friendly and excited. And it's not just at night, not just that people feel like going out now that they don't have to bundle up anymore. It's in the morning and in the afternoon, and not just in the casual people sitting in the circle but everyone everywhere.
Anyway, point being that it's clear that DC is two-thirds populated with some weird breed of mole people who only can come above ground when the highs hit 80 degrees, and these mole people are gathering as part of an attack on the rest of us and they'll probably eat our brains sometime in mid-May. Obviously.

Um, yeah. What do you want? We're mole people; we eat brains. It's not like we're rocket scientists or web designers.
Mole people are, apparently, also not movie-goers, or they would have recognized that quote.
